The research conducted in the article is devoted to the consideration of screening as a technology for assessing and filtering potential projects for the development of regional infrastructure based on their feasibility, potential for success and compliance with the strategic goals of post-war development of the territory. The close connection between infrastructure development and the transformation of domestic policy in the context of the challenges of wartime and the risks of post-war uncertainty is emphasized. Based on the analysis of the current socio-economic cross-section of territorial development, the need for a differentiated approach to the reconstruction of each community is noted. Transparent mechanisms for attracting and controlling the use of investment funds are identified as a necessary condition for effective post-war development. Screening, as one of the organizational technologies for project management that provide the above requirements, is a relevant and acceptable mechanism for foreign partners. It lies in the plane of the Principles of Quality Infrastructure Investment (QII Principles), adopted in 2019 within the framework of the G20 activities, and ensures project risk management. The analysis of screening as a continuous management mechanism that helps minimize project uncertainty allowed the stakeholders of the infrastructure investment process to be systematized and a case study of screening methods was proposed. The study paid special attention to metrics as indicators of the state of the system in general and indicators of the effectiveness of infrastructure projects, and a combined approach to determining their set in the process of infrastructure design of post-war development was proposed. Based on the research materials, the entire process of conducting a screening assessment of infrastructure projects was systematized with its detailing into stages. It was found that the adaptive program-project approach to community development strategizing, unlike traditional program-target planning, has the characteristics and plays the role of an innovative management technology for territorial development.

This article proposes an integrated model of manufacturing enterprise transformation that synthesises ecosystem interaction logic with technical and organisational aspects of Fourth Industrial Revolution technology implementation. The topic's relevance is determined by the transition from traditional value chains to network forms of collaboration, where enterprises function as participants in complex digital ecosystems. The research addresses how manufacturing organisations can systematically integrate into digital networks whilst simultaneously transforming internal processes and technological infrastructure. The methodological foundation comprises the combination of OCO Theory for ecosystem integration mechanisms through orientation, cooperation, and orchestration of digital resources, DSE Framework for structuring organisational changes across five transformation trajectories with triaspect outputs, and Knowledge-Based View for competence reconfiguration processes through external engagement and internal knowledge creation. The proposed model structures interaction across four levels – from the external ecosystem environment with micro- and macro-influence factors through integration mechanisms and organisational trajectories to specific technological architecture of production systems, built on principles of interoperability, virtualisation, decentralisation, real-time operation, service orientation, and modularity. The work's novelty lies in conceptualising end-to-end knowledge management processes that permeate all model levels and ensure bidirectional connection between external ecosystem resources and internal organisational capabilities through mechanisms of exploiting existing competencies and exploring new opportunities. The model is intended for use in strategic planning and can serve as a foundation for making decisions regarding prioritising investments in digital technologies considering ecosystem context and national economy specifics.

<summary type="text">Economic security of the enterprise through the lens of human capital development

The article examines the role of economic security as a key factor in making managerial decisions and substantiates its importance as a stabilizing element that forms the adaptive capacity of the enterprise in the conditions of growing turbulence of the external environment. Dialectical reasoning, system analysis, as well as general scientific methods of analysis and synthesis were used, which ensured the complexity and multidimensionality of theoretical generalizations. The study highlights various and often contradictory interpretations of the concept of «economic security of the enterprise», which in the scientific discourse vary from a narrow resource-financial approach to integrated concepts focused on long-term stability and internal balance of the management system. Special atten-tion is paid to the fact that economic security cannot be reduced only to countering crisis effects or ensuring the stability of financial flows. Based on logical argumentation, the article offers an updated perspective in which economic security is interpreted through the lens of human capital development, strategic motivation of personnel, and increasing the creative and innovative potential of employ-ees. It is emphasized that it is precisely these intangible components that increasingly determine the ability of the enterprise to react qualitatively to threats, to form effective mechanisms of self-renewal and recovery, as well as to preserve competitive advantages in conditions of high dynamics of market processes. This approach allows for the formation of a broader conceptual vision of the factors that shape the economic security of enterprises, and emphasizes its role as a system integrator that combines the interests of develop-ment, stability, organizational flexibility and strategic coherence.&#13;
The purpose of the article is to establish, trace, and summarize aspects of the formation of components of economic security of enterprises, to justify the role and importance of personnel for the economic security of an enterprise as the basis for making effective management decisions in crisis situations.&#13;
The article proves that the formation of economic security of an enterprise is a multidimensional process that covers a set of interrelated components that reflect the financial, production, personnel, innovation, reputation, behavioral, information, and marketing aspects of the functioning of enterprises. The analysis shows that each of these components plays a significant role in ensuring the stability and ability of an enterprise to withstand both internal and external threats, thereby contributing to the overall level of economic security of the enterprise.&#13;
The result of the study is a generalization of the identified aspects and proof that personnel are a system-forming element of the economic security of an enterprise. The role of human resources goes far beyond the traditional performance of operational tasks: employees shape the quality of management decisions, the adaptability of the organization, the effectiveness of internal communication, and the enterprise's ability to maintain structural integrity in crisis conditions. It has been confirmed that human capital is the basis for identifying and neutralizing threats, supporting not only reactive but also preventive mechanisms of economic security of the enterprise. The exceptional importance of personnel is determined by the fact that employees are the bearers of key competencies, knowledge, and management expertise necessary for effective decision-making in conditions of uncertainty and risk. The measurement of human resources forms the basis for innovation, communication, and strategic processes, determining the enterprise's ability to respond dy-namically to changes in both the internal and external environment. The data obtained demonstrate that personnel are a critically important catalyst for the economic security of an enterprise and one of the main factors in making effective management decisions during crises. Therefore, the development and support of competent, motivated, and responsible personnel should become a strategic priority for enterprises seeking long-term stability and sustainable economic security.

<summary type="text">Empirical research on material incentive systems at enterprises in the hospitality industry of Ukraine

This paper examines contemporary systems of material incentives in the Ukrainian hotel industry using an original dataset of 90 job postings collected in 2023–2025 from major employment platforms. A structured content analysis was applied to code wage levels, bonus rates, employment type, and the incidence of in-kind (housing, meals) and social benefits (insurance, training, corporate discounts). The resulting database enabled descriptive statistics and comparative profiling across regions, hotel typologies, star categories, and professional groups.&#13;
By hotel typology, international networks set the benchmark with standardized pay bands, KPI bonuses, and comprehensive social packages. Independent hotels use flexible mixed systems with lower formalization, boutique hotels stress individualized compensatory schemes with universal in-kind support, and resort properties rely on seasonally variable bonuses combined with full social benefits. Star category analysis confirms a positive association between category (3*→5*) and compensation sophistication: 3* hotels feature compensatory models, 4* balance KPIs and development programs, and 5* adopt premium systems with individualized incentives and extensive benefits. Professional stratification is also evident: administrative/managerial roles command the highest wages and bonus intensity; mid-level specialists receive balanced mixed packages; service and technical staff rely more on in-kind benefits that offset seasonality and income variability.&#13;
The study contributes an evidence-based map of compensation practices under conditions of labor shortages, migration pressures, and heightened uncertainty. Practical implications include (i) institutionalizing transparent KPI frameworks, (ii) calibrating the mix of fixed and variable pay by role and season, and (iii) expanding targeted benefits (housing, meals, transport, insurance) to strengthen retention. Limitations relate to reliance on vacancy data (offered, not realized compensation) and potential seasonal bias. Future research should triangulate postings with payroll/HR records and employer–employee surveys, and track post-2025 dynamics, including automation and ESG-driven HR innovations.
