dc.description.abstract	Стаття присвячена малодослідженій проблемі економічного розвитку Луганської області наприкінці ХХ – на початку ХХІ ст. Зазначено. що протягом 1990-х рр. суспільство зіткнулося з серйозними труднощами. які супроводжували процес реставрації капіталізму. Це призвело до різкого падіння економіки через руйнацію старої системи господарювання та неможливість побудови нової. чому завадила відсутність нового економічного мислення посткомуністичного керівництва. зосередженого на присвоєнні колишньої суспільної власності та особистому збагаченні. Такі висновки автором зроблено внаслідок аналізу стану вугільної. металургійної. машинобудівної. хімічної галузей промисловості. а також сільського господарства Луганщини зазначеного періоду. Разом з тим. зазначено. що з початку ХХІ ст. в економіці краю почалися позитивні зрушення. що позначилися в якісних структурних змінах. Втім ця перебудова здійснювалась не в найкращий спосіб. з болісними наслідками для населення. В цілому зроблено висновок. що в цей час використати повною мірою інтелектуальний потенціал краю з його висококваліфікованими робітничими кадрами для створення нових виробництв на засадах інноваційних технологій не вдалося ані владі. ані підприємцям.	uk_UA
dc.description.sponsorship	The article is devoted to the little-researched problem of economic development of Luhansk region at the end of the 20th century and the beginning of the 21st century. It is emphasized that at the end of the 20th century Lugansk region was the third after the Donetsk and Dnipropetrovsk regions in terms of industrial production and national income. The structure of the regional economy corresponded to the era of industrial development: the share of the coal industry was more than a quarter. metallurgy – almost a fifth. chemistry and petrochemistry. as well as mechanical engineering and metalworking – more than a tenth of the total production in Ukraine. But it is noted that during the 1990s society faced with serious difficulties that accompanied the restoration of capitalism. This led to a sharp decline in the economy due to the destruction of the old economic system and the inability to build a new one. which was hampered by the lack of new economic thinking post-communist leadership focused on the appropriation of former public property and personal enrichment. Such conclusions are made by the author on the basis of the analysis of the state of coal. metallurgical. mechanical engineering. chemical industries. as well as agriculture of the Luhansk region of the specified period. At the same time. it is noted that since the beginning of the 21st century. positive changes have begun in the region's economy. which have been reflected in qualitative structural changes. By this time it was possible to capitalize on the economy. to start developing small and medium-sized businesses. to form the middle class. International technical assistance has been involved to revive the region's economy with the involvement of the UK Ministry for International Development. Significant role in this process was played by considerable investments. first of all. of foreign capital. which had considerable economic interest in the region. However. this restructuring was not carried out in the best way. with painful consequences for the population. On the whole. it was concluded. that at this time to the full extent of the intellectual potential of the region with its highly skilled workforce for the creation of new industries on the basis of innovative technologies. neither the authorities nor the entrepreneurs managed.	uk_UA
